Bus 337 costs 1 GEL and runs between the airport and the Central Railway Station via Freedom Square - by far the cheapest sensible option.
It runs roughly 07:00 to 23:00 from the airport, and from about 06:00 to 22:00 in the other direction.
There is a train for 0.50 GEL, and it runs only twice a day in each direction. It is a curiosity rather than a plan.
A taxi is roughly 30 to 50 GEL into the centre. Use Bolt or Yandex Go rather than the rank, where the price is a negotiation.
Have small change for the bus. Tbilisi buses use a card or exact fare; do not board expecting to break a large note.

At one lari this is the cheapest urban airport transfer in this whole section, and it goes exactly where visitors want to be.

It is genuinely charming and it is almost never useful. Unless your flight happens to land within an hour of one of the two departures, take the bus.
