Ohrid St Paul the Apostle Airport (OHD) to the city

There is no airport shuttle at all, so it is a taxi to Ohrid town or a 13 EUR coach from Skopje, three hours away.

There is no regular shuttle bus for passengers. The airport says this in plain terms, and the only organised transport is coaches arranged by travel agencies for tours and seasonal charters.
Taxis meet the actual arrivals, so the rank fills when a plane lands rather than standing there all day. The airport lists Taxi Mercedes on 13666.
If your flight is to Skopje instead, a coach from Skopje to Ohrid costs around 13 EUR and takes about three hours.
Arrange a transfer or a hire car in advance if you are travelling independently and landing at Ohrid.
Ohrid town is about 9 km north of the airport, along the lake.
The airport is run by TAV Macedonia, which also runs Skopje, and it opens according to the flight timetable rather than all day.

The absence of a bus is the fact to plan around. The airport's own frequently asked questions say there is no regular shuttle, only transport organised inside package tours and charter flights.
The 13 EUR coach fare is for the Skopje to Ohrid run, not the airport, and it matters because Skopje often has cheaper and more frequent flights. Three hours by road against a fare difference is a real trade.
Taxis are timed to flights. With one arrival an hour or less, the rank is not permanently staffed.
