Monaco is inside the EU customs and VAT territory through its union with France, so EU rules apply and French customs enforce them.
- Monaco is treated as France for customs and VAT. The customs union with France dates to 1963, and there is no customs border on the road in from Nice.
- The EU allowance therefore applies: nothing to declare between EU countries, and the standard third-country limits of 200 cigarettes, 1 litre of spirits, 4 litres of wine and 16 litres of beer arriving from outside.
- French customs officers operate in the Principality, which surprises people who assume a separate microstate means separate rules.
- Cash of EUR 10,000 or more must be declared, the same threshold as the rest of the EU, and the yachts in Port Hercule are checked more often than the road.
- Monaco is not in the EU itself - it is not a member state, and its VAT-free status is a myth: French VAT rates apply.
