230 V comes out of sockets that take American Type A plugs, so a US appliance that is not dual-voltage will be destroyed by a plug that fits perfectly.
What you need, by where you are coming from
Arriving from the United States or CanadaThe plug fits, and the voltage does not: anything not marked 100-240 V needs a converter, not an adapter.
Arriving from the UK or IrelandA plug adapter is enough - the voltage is the same as at home.
Arriving from most of continental EuropePlugs go straight in and the voltage matches. Nothing to pack.
Arriving from Australia or New ZealandA plug adapter is enough - the voltage is the same as at home.

Philippine sockets take American flat pins but deliver 230 V, which is the most destructive mismatch in travel electricity.

This is the combination that destroys appliances. A US hair dryer, shaver or curling iron slides into the socket perfectly and then receives nearly twice the voltage it was built for.
Check every label for 100-240 V before it goes in the wall. Phone and laptop chargers almost always pass; anything that heats or has a motor often does not.
Many sockets are hybrids taking flat American pins and round European ones from the same opening, and most are unearthed.
Europlugs fit those hybrid sockets. British and Australian plugs need an adapter.
60 Hz with 230 V is unusual, and matters only for mains-timed motors.
