The Orange Line costs INR 64 to New Delhi station, and the prepaid taxi booth is the rule for anything else.

The Airport Express (Orange Line) costs INR 64 from Terminal 3 to New Delhi station - roughly twenty minutes, air-conditioned, with luggage space.
Fares on the line run from INR 11 to INR 75 by distance, less 10 per cent on a smart card. At these prices there is no argument to have.
It serves Terminal 3 directly. For Terminal 1, use the Magenta Line station or the free inter-terminal shuttle.
For a taxi, use the prepaid booth inside the terminal. Pay at the counter, take the slip, hand it to the driver - never negotiate on the pavement.
Uber and Ola both operate from designated pick-up zones and remove the negotiation entirely.

Delhi's Orange Line is the cheapest good airport train anywhere in this section by a wide margin.

Fares across the line run from INR 11 to INR 75, the top fare being the Yashobhoomi Dwarka extension. A smart card takes 10 per cent off.
New Delhi station connects to the Yellow Line for Connaught Place, Chandni Chowk and Old Delhi.

DMRC also sells 30-trip and 45-trip passes at a discount, which are for commuters rather than visitors but explain the fare boards you will see.

Terminal 3 has the Airport Express station.
Terminal 1 is on the Magenta Line, a separate connection.
A free shuttle runs between terminals. They are some distance apart - allow real time for a connection between them.

Use the prepaid taxi booth inside the terminal. You pay at the counter and receive a slip with the fare and destination on it; the driver is paid through the system.
This is the single most useful habit at DEL. It removes the fare negotiation, and the negotiation is where visitors lose money.
Uber and Ola operate from marked pick-up zones and are widely used.
Ignore anyone offering a taxi inside the arrivals hall. The prepaid booth does not tout.

Delhi's air quality is severe in winter, particularly November to January. If you are asthmatic, this affects your arrival more than any transport decision on this page.
The metro is the fastest way in during peak traffic, and Delhi's peak traffic is a serious thing.
