Meilan station is a short walk from the terminal, with bullet trains into Haikou in about ten minutes and onto the island loop towards Sanya.

Meilan railway station is underground, about ten minutes walk from the terminal.
Bullet trains run to Haikou station and Haikou East, about 22 departures a day from roughly 08:10 to 21:32.
The ride into Haikou takes about ten minutes.
The same line is the Hainan island loop, so you can go straight south towards Qionghai, Wanning and Sanya without entering Haikou at all.
Airport coaches run three lines: to the Xinyuan Hot Spring Hotel, to the West Bus Station and to Laocheng.
Coach fares are reported between 15 and 20 yuan depending on the guide and the line.
City bus 21 runs to Baishamen, 06:30 to 22:30, 1 to 5 yuan.
City bus 41 runs to Dongfangyang, 06:30 to 22:40, 1 to 6 yuan.
A taxi to the centre is reported between 50 and 70 yuan, taking 30 to 40 minutes.
The train beats all of them on time and price, which is unusual enough to be worth saying twice.

The ride is about ten minutes. A taxi over the same ground takes 30 to 40 minutes and costs several times as much.
This is the recommendation on this page. It is rare for the fastest way out of an airport to also be the cheapest, and here it is.

Meilan sits on Hainan's ring high speed line, not on a spur.
Southbound trains run to Qionghai, Wanning and on to Sanya, so if the island's east coast is where you are going you never need to enter Haikou.
This is worth planning around: flying into Haikou and training straight to Sanya is often better than flying to Sanya.

Three airport coach lines run into and around Haikou: one to the Xinyuan Hot Spring Hotel in the centre, one to the West Bus Station, and one to Laocheng.
Their hours are long. The centre line runs into the small hours, the West Bus Station line until after midnight, and the Laocheng line into the late evening.
Fares are reported between 15 and 20 yuan depending on the source and the line, with the Laocheng line the dearest.
An older airport coach to the Civil Aviation Hotel by way of the East Bus Station and the provincial government is also documented, at about 35 minutes.

Route 21 runs from the airport to Baishamen, 06:30 to 22:30, on a sectional fare of 1 to 5 yuan.
Route 41 runs to Dongfangyang, 06:30 to 22:40, 1 to 6 yuan.
They take about two hours end to end, which is the price of the price.

Reported fares into central Haikou run from about 50 to 70 yuan, with a night rate a little above that.
The journey is 30 to 40 minutes.
The south bus station is reported at about 60 yuan.
Given the train, a taxi is worth it mainly outside train hours or when you are carrying more than you can walk ten minutes with.
