Getting from Norfolk International Airport to the city

The thing that decides everything here

• Hampton Roads Transit does not serve the airport. There is no bus, no shuttle route, and no light rail connection to the terminal.
• The nearest bus is HRT Route 15, roughly 2 km away, at the junction of Military Highway and Norview Avenue. Walking there with luggage along that kind of road is not a realistic plan.
• So Norfolk is a car airport. That is not a criticism, it is the practical fact to plan around.

The options that exist

• Taxi: about USD 30 one way to downtown, plus additional charges, 10 to 20 minutes.
• Uber and Lyft both operate here under an agreement with the airport authority.
• Limousines and courtesy vehicles pick up outside the arrivals terminal, between crosswalks 1 and 2.
• Hotel shuttles are common in Norfolk. Confirm with your hotel; it is usually free and it removes the whole question.
• Rental cars have counters near baggage claim, below the main terminal lobby, open 24 hours a day. That last detail matters for a late arrival.
• Peer-to-peer car sharing is listed by the airport as a category of its own, alongside the conventional firms.

Where you are actually going

• Downtown Norfolk is the short run, on I-64.
• Virginia Beach is the other direction and is the reason a lot of people fly here. There is no useful public transport for it, so a hire car or a pre-booked transfer is the answer.
• The Outer Banks are a couple of hours south. ORF is the usual airport for them, and that trip is a car trip by definition.
• This is also a huge naval area. Naval Station Norfolk is the largest naval base in the world, and a lot of the traffic through this terminal is service families rather than tourists.
